He regenerated from a Ryu Ken + Kamehameha combo that enveloped him almost entirely, so him having regenerated from the blast isn't that hard to imagine. I think what Clearin's trying to say is that Super Yi Xing Long never regenerated when hit by by the Big Bang KHH. In fact once you see him, he's actually covered in scars and has lost his dragonballs. As his regeneration as based upon a specific dragon, you'd have to suggest he either A.) Somehow regenerated right before losing the dragon balls or B.) Somehow managed to regenerate eve after losing the primary ball that has his regeneration. And still there's the point that if he had regenerated, he shouldn't be covered in scars and bruises.

I went back to watch the Dragon Fist scene and Pan even points out that the regeneration comes from Rage Shenron (Don't know their Japanese names). Since Omega lost the Dragon Balls after he was hit with the BBKHH it would be impossible for him to regenerate.
